Law Enforcement Equipment Program

The Law Enforcement Equipment Program (LEEP) provides local agencies with equipment and technical assistance on a loan basis to law enforcement agencies for all aspects of law enforcement. This equipment is provided at no cost to the agency.

The Missouri Department of Public Safety, Office of the Director works closely with the Missouri State Highway Patrol to loan equipment to local law enforcement agencies through the nine (9) MSHP troop headquarters. This collaboration ensures that agencies will not have to travel great distances (such as would happen if the equipment were housed in Jefferson City) to avail themselves of the program. We believe this delivery system fosters an even greater degree of cooperation between the Missouri Department of Public Safety and the Missouri State Highway Patrol, Missouri State Water Patrol, Missouri Division of Fire Safety, Law Enforcement Training Academies, and other Law Enforcement Agencies.

Agencies are required to provide a description of the operational details concerning how the equipment will be used and the technical needs for the equipment being requested on their department letterhead. The Chief/Sheriff or CEO of a task force must sign the letter.

Agencies are required to complete an equipment request form when signing for the loan of equipment. The Chief/Sheriff or CEO must sign the equipment request form or the person signing the application must have a letter signed by the Chief/Sheriff or CEO giving them persmission to sign for the equipment.

The borrowing agency is responsible for using LEEP equipment appropriately and maintaining it in the best possible condition. Loss or damage to LEEP equipment may result in suspension from the program. The equipment is not to be used in violation of Title III P.L. 90-851, as amended, or in violation of any state statue relating to wiretapping and surveillance. The agency is responsible for ensuring that the equipment is utilized only for lawful purposes.

This program is a joint effort between the Missour Department of Public Safety, Office of the Director, and the Missouri State Highway Patrol.
