Strengthening Missouri public safety through better communications

The Missouri Interoperability Center manages the Missouri Statewide Interoperability Network (MOSWIN), which allows local, state and federal response partners to communicate with each other across the state. MOSWIN is a network of communications towers, base stations, dispatch consoles and communications software with over 150 tower sites statewide interfacing with more than 55,000 radios used by more than 1,500 agencies for internal communications or as an interoperability platform with other users. The network operates in the P25 trunked radio mode and utilizes a mix of 150 MHz, 700 MHz and 800 MHz public safety spectrum.

The capability to communicate across jurisdictional and discipline lines (interoperability of communications) is one of the top priorities of Missouri’s homeland security program. Ensuring that neighboring jurisdictions and multiple disciplines can communicate with each other leads to better emergency and disaster response and ultimately makes for safer communities.

MOSWIN serves two primary functions:

  • Providing internal communications capabilities for state agencies, including the Missouri State Highway Patrol, Department of Natural Resources and State Emergency Management Agency.
  • Providing a statewide interoperability platform and access for local agencies to achieve interoperable communications with local, state and federal agencies.
