The Secretary of Defense is authorized by 10 USC § 2576a to transfer to Federal and State/Territory Law Enforcement Agencies, personal property that is in excess to the needs of the U.S. Department of Defense (DoD) that the Secretary determines is suitable to be used by such agencies in law enforcement activities, with preference for counter-drug/counter-terrorism activities and border security activities, under such terms prescribed by the Secretary.
The Secretary of Defense has delegated authority for management of the LESO Program to the Defense Logistics Agency (DLA). DLA defines law enforcement activities as activities performed by governmental agencies whose primary function is the enforcement of applicable Federal, State/Territory, and Local laws and whose compensated law enforcement officers have powers of arrest and apprehension. This program is known as the "Law Enforcement Support Office (LESO) Program" (formerly "1033 Program") and is administered by the DLA Disposition Services, LESO in Battle Creek, MI.
The Missouri Department of Public Safety (DPS) is the authorized agency to operate the LESO Program for Missouri law enforcement agencies.
Eligible Applicants:
State and local law enforcement agencies are eligible to participate in the LESO Program within Missouri if 1) the department has a physical address in Missouri, 2) the department’s primary function is the enforcement of applicable Federal, State, and local laws, 3) the department’s compensated law enforcement officers have powers of arrest and apprehension, 4) the department is recognized by the Missouri State Highway Patrol (MSHP) as a law enforcement agency and by the Missouri Department of Public Safety, Peace Officers Standard and Training (POST) Unit as having licensed officers, and 5) the department has at least one (1) full-time, compensated law enforcement officer employed by the department.

In addition, the MO Department of Public Safety, LESO Program staff hosted a series of regional trainings in June and July 2018. The purpose of the training was to provide an overview of the LESO Program to include, but not limited to, purpose, authority, eligibility, change in enrollment status, change in contact information, screening of property, distribution of property, receipting of property, transfer of property, turn-in/disposal of property, use of the FEPMIS system, annual inventory certification requirements, agency compliance reviews, reporting requirements for lost/missing/stolen/destroyed property, cannibalization, storage/maintenance, and record retention.
Available Property:
Property available from the LESO Program is deemed excess to the needs of the DOD and subsequently varies in availability. Excess property can consist of, but is not limited to, lockers, desks, computers, generators, bedding, clothing, boots, field gear, flex cuffs, weapons, four-wheel drive vehicles, watercraft, and aircraft. With the exception of costs associated with shipping or pick-up, the property is available at no charge.

To enroll in the Missouri LESO Program, or if information supplied in the enrollment application changes during the course of participation in the LESO Program, the law enforcement agency must complete and submit the following:
